Hans de Groot (1948) occupies since 1 September 2009 the chair of full professor of Public Management. Earlier he served as Board Member of the International Board of Auditors for NATO, managing director at the Netherlands Court of Audit, director of the Institute for Research on Public Expenditure, associate professor of public finance at Erasmus University Rotterdam and researcher at the Social and Cultural Planning Office. He occupied the parttime chairs of Management control of non-profit organizations and Public finance of local government, respectively at the Free University of Amsterdam and the University of Tilburg. He is a parttime Board Member of the Noordelijke Rekenkamer, that carries out performance audits of public expenditure of the three Northern provinces.
Teaching
Hans de Groot currently serves as coordinator of and contributor to the specialization Public Management of the MSc of Public Administration programme offered by the School of Management and Governance. He is also director of the part time Master of Public Management programme for professionals in the public and non-profit sector.
Research
His main research interest lies in the effectiveness of management tools employed by the public and non-profit sector, often copied from the private sector. Examples are benchmarking, decentralization and outsourcing. He is also interested in financial relations between central and local government and its implications for effective and efficient public service provision.
