Mirjam van Tilburg holds a bachelors degree in Public Administration & Public Management from the Thorbecke Acadamie. After that she pursued a two-year Masters program in Public Administration at the University of Twente. Her Masters thesis investigated the strengths and weaknesses of interactive policy-making.

Mirjam worked at the water board Regge en Dinkel as a policymaker for one year. Also, she worked for a political party in the Provinciale Staten van Overijssel. In March 2010 she was elected in the municipal council of Deventer.

In December 2005, she started her Ph.D. research at CSTM. Her Ph.D. thesis focuses on the use and usability of science knowledge in decision making in water-management projects. Managers can find it difficult to match knowledge from scientists to the policy-making process—scientific knowledge cannot be easily applied to everyday practice in water management. As well, managers can also find it very difficult to formulate their questions and concerns to the scientific community in a way that produces the results they need. By studying the use of knowledge in decision-making and policy-making processes, she will attempt to identify the conditions which stimulate or obstruct knowledge transfer and utilization.
