Menno Smit (1980) holds a Bachelor’s degree (2008) as well as a Master’s degree (2009, with distinction) in Public Administration from the University of Twente. During these studies he made optimal use of the opportunities available to increase his knowledge in such diverse fields as history, the European Union and environmental policy. His master thesis, commissioned by the Water Board Regge en Dinkel, explored and evaluated the consequences of the water assessment procedure (watertoets) in the implementation phase of spatial plans as well as the cooperation between municipalities and water boards in the province of Overijssel.

During the last decade, Menno has been socially and politically active in the city of Enschede, besides his research and study activities. Until march 2010, when he stepped down in order to concentrate on his research, he held a seat in the Enschede Municipal Council as an elected representative.

In November 2009, Menno joined CSTM as a PhD researcher in the Building with Nature programme. In his research, he is focusing on agenda-setting and local decision-making processes related to innovative projects in the water sector, most notably in the IJsselmeer region. Menno is supervised by prof. dr. Hans Bressers and dr. Kris Lulofs.
