Thomas Hoppe (1980) holds a Master’s degree in Public Administration specializing in Public Policy and Environmental Policy, and a Ph.D. in Public Policy at the University of Twente. His Ph.D.-thesis was on CO2-reduction in the housing sector. Thomas joined CSTM in October 2005. As an Assistant Professor (as from 2010) at CSTM he specia­lizes in Environ­mental Policy, Public Policy, Climate Policy, Sustainable Housing, Energy Transition and Corporate Social Respon­sibility. He is also involved in externally funded projects, especially policy eva­luation. He teaches Environmental Policy, Energy Transi­tion, and Public Policy.

In 2009 Thomas finished his dissertation on CO2-reduction in the existing housing sector, a policy analysis on ambition and goal achievement. In the thesis local projects were analyzed in a comparative case design. The promotion project was part of the VAM program (Vulnerability, Adaption and Mitigation) of the Dutch Organisation for Scientific Research (NWO).

On 10 February 2011 Thomas’ dissertation was awarded the ‘G.A. van Poelje Jaarprijs‘(annual award for best Ph.D. dissertation in the in the field of Public Administration in the Netherlands and Flanders) on behalf of the Vereniging voor Bestuurskunde.

Thomas has published in several academic journals, he contributed to edit volumes, wrote reports, conference papers and did many presentations and lectures. Thomas has had memberships of the NIG Ph.D. council (chair) and Advisory Council from 2006 till 2009. Before he started his Ph.D.-project he served a year at the Ministry of Social Housing, Spatial and Environmental Policy, taking an internship as part of his Master’s track (2004-2005).

Currently Thomas is working on the BE2.O socio-technical project. BE2.O is financed by the Province of Overijssel and concerns research on the transition the province wants to make towards a bio-based economy. Since bio-energy has a prominent role in the provincial bio-based economy plans, the conditions and governance aspects of large-scale bio-energy applications in the province are studied.
