Introduction

It is a pleasure to offer you the annual report 2001. The report gives an overview of our research and teaching activities. In 2001 CSTM attracted several new research projects commissioned by governmental agencies, among others, on the theme of regional planning and public participation. CSTM also got a new EU funded project on water management, a project starting in 2002. A new NWO funded project on sustainable food production started in September. Next to these new projects, many of CSTM’s research projects continued in 2001. The teaching activities concentrated on the International Master Program Environmental and Energy Management. The Program, first offered in 2000, continued in 2001 with 29 students from the Asian and South American region. The multidisciplinary focus of the course clearly responses demand.

Several developments have challenged CSTM in 2001. First, the University of Twente initiated reforms in the university structure and in the organisation of research and teaching programs. Aim of the operation is quality improvement by means of concentration. In the non-technical field, the priority program ‘Institutional Change’ has been selected as focal point. CSTM participates in this program with its own research program ‘Governance of Sustainable Development and Environmental Quality’. Second, a similar trend of concentration is ongoing in the Dutch system of research funding. NWO, the Dutch Science Foundation, changed the conditions for research funding, making it more difficult to attract research money for senior members of the scientific staff in the near future.

In 2001 one of our respected board members, mr. Steegenga from Akzo Nobel, retired and left the board of CSTM in September. His position will be taken by dr. Lopes Cardozo from Akzo Nobel. CSTM also had staff mutations too in 2001. Some people left the institute, whereas others started their research activities. CSTM also hosted a research fellow from the Free University of Berlin for three months in 2001.

Overall, 2001 has been a year full of research and teaching activities. You can read more about it in the report and I hope you will enjoy reading it.

The effects of governance structures on the application and development of sustainable technologies in the electricity industries of Western Europe

Summary:

The main scientific goal of the project is to develop a theoretical model that is able to underpin the combined effect of governance structures in the electricity industries and different intermediary factors on the promotion and development of sustainable electricity technologies. In order to achieve this goal, the project will study what types of governance structures can be theoretically distinguished in the electricity sector and which are the preconditions for the development of sustainable technologies that lay both inside and outside the institutional organization of the industry. Sustainable electricity technologies are defined as based on co-generation and renewable resources. Hypotheses will be formulated with regard to the characteristics of governance structures that can create a favorable institutional environment for the promotion of such technologies. These hypotheses will be tested in the empirical part of the project for a number of Western European countries. The empirical study will analyze the governance structures of the electricity sectors in these countries both prior and consequent to the adoption of the EU Directive 96/92/Ec for the creation of a single European market for electricity. The final objective of the empirical analysis is to understand if and how the liberalization of the electricity industries will influence the penetration of sustainable electricity technologies in Western European markets

Summary:

The focus of this project is on analyzing the changes that European integration induces on institutional arrangements of national environmental policy making and identifying the factors that can explain those changes. Underlying hypothesis is that since international dependency on environmental affairs is relatively high and the degree of institutionalization of the policy field is relatively low European integration will lead to convergence in national arrangements. Field of study is environmental policy aiming at industries.

Summary:

The notion of governance is getting increasing attention in public administration and policy science. For comparative studies on a particular policy sector in different states, countries or periods, it is just not sufficient to understand a policy sector only in terms of the policy content (goals and instruments). The same counts if one has to understand the context of policy making and implementation. The features of public authorities and target groups as well as the features of their actions and interactions are influenced by such aspects as the administrative capacity available for policy implementation, the different problem perceptions being at stake, the positions and links of actors in policy networks or arena’s, and the relations between the different administrative levels involved.

In this project a model of governance is being developed and used to facilitate comparative research on governance systems. Five elements of governance have been identified (levels of governance; actors in the policy network; problem perception and objectives; strategy and instruments; responsibilities and resources for implementation). Also the dynamics of such a governance system are being explored, by looking at mechanisms for institutional change. The model is applied to compare the governance systems for groundwater and drinking water protection in Florida and the Netherlands. More specifically, we are looking at the protection against nitrates and pesticides used in agriculture and which, via the groundwater, can cause contamination of the drinking water supply. The question is to what extent different states with similar policy problems develop a similar policy response, to what extent there may be striking differences and how these differences can be explained by the mechanisms which determine a governance system.

Furthermore, the developed model of governance is used to explore the long-term evolution of water governance in the Netherlands. The Dutch evolution will be compared with the evolutions in five other European countries (Belgium, France, Spain, Italy and Switzerland). We are identifying transitions in water policies and water rights, and try to find the conditions that have been triggering these transitions towards more sustainable water management. This won’t be only a story about the development of public domain; the shifting balance between private and public property rights is also considered to be important for understanding the late 20th century debate on privatisation of water services.

Summary:

The project aims at a better understanding of the political and administrative feasibility of market-oriented environmental policy instruments. Although in theory these so-called economic instruments are quite attractive because of their cost-effectiveness, in practice they are rarely applied. Research of the institutional context of decision-making processes can show which criteria influence the choice of economic instruments to be used in practice.

Summary:

Summary:

In theory local climate options are known, but their implementation faces institutional barriers. Local governments can play an important role to relieve these barriers. The objective of the project is to enhance the contribution of local governments to climate policy. Four phases can be distinguished in the present project.

 

Phase 1 includes an identification of the ‘playing field’ for local climate policy in the Netherlands. An overview will be given of the coherence between options for greenhouse gas reduction, local policies, competencies of local governments and the dependence on third parties.The municipal playing field is not static, but depends on social-geographic characteristics and is affected by emerging trends in (1) municipal policy making, (2) municipal competence in climate protection and (3) the changing relations with third parties. In phase 2 case studies and an evaluation of experiences in practise will deliver insight in the existing barriers for local governments in the implementation of reduction options. A trend analysis will show possible future changes in these barriers.To enhance the contribution of local governments in climate policy a systematic integrative approach is necessary. Using the insights gained from the research in Phase 2, phase 3 includes the design of a model for a local climate protection policy system. This system is comparable with a quality- or environmental care-system, given the perspective that system means systematically introducing considerations in a very broad field of decision making and activities. In phase 4 this model will be applied and evaluated in three pilot projects.

Summary:

Finding locations for waste treatment facilities is generally considered a problem. Three strategies seem to be possible in practice. One is to rationalize decision making, which implies centralization and treating expert knowledge as the legitimate basis for decisions. The assumption is that by the scientific method, the 'right' place for a facility can be determined. A second strategy is to trust on the clash of interests in society. Societal actors are expected to be capable of making their own decisions, and as long as the decision making arena is not structurally inaccessible to certain groups in society, it is expected that an acceptable solution will result. The third strategy however, does not trust on interests, but on argumentation and dialogue. By maximizing meaningful participation, which can only be based in a local community, those involved will define the best solution themselves. This project is an international comparative attempt to establish which strategies are used in Canada, the UK and the Netherlands in laws that regulate decision making processes, and to see how the quality of the decision making processes is thereby affected. Quality of decision making is operationalised in three different ways, that are connected to the three strategies of decision making. A first definition of quality places emphasis on scientific expertise, a second conception stresses opne access, and a third highlights the role of dialogue. Actual decision making processes in the three countries will be judged using these different parameters for quality.

Startegies for the management of inherent uncertainties: links between the cognitive structures of risk and the political structures of uncertainty

In environmental and sustainable development policy issues, public authorities face emergent complexity, high value diversity, difficult-to-structure problems, high decision stakes, high uncertainty, and thus risk. In practice, this often leads to crises, controversies, deadlocks, and policy fiascoes. Decisionmakers face a crisis in coping with uncertainty. Both the cognitive structure of uncertainty and the political structure of risk decisions have been studied. So far, these scientific literature exists side by side, with few apparent efforts at theoretically conceptualizing and empirically testing the links between the two. Therefore, this exploratory project takes up the challenge to link the two together and test this framework to several real-life cases. The research project's importance is twofold, theoretical and empirical. Its empirical importance can be derived from its conceptual framework, which is an attempt at synthesis between hitherto separate theoretical strands of thinking about relations between science, uncertainty, risk, and politics. The first strand is standard epistemological thinking about the cognitive structure of risk, and its concomitant methods of uncertainty analysis. Functowicz and Ravetz' (1992) demonstration of the emergence of a post-normal scientific practice dealing with problems of high uncertainty and value-loading, clearly shows that 'puzzle-solving' (Kuhn) and the expectation of 'normality' are no longer satisfactory assumptions for methods of uncertainty analysis. The second strand of thinking, concerns the cultural theory of the political construction of risk, as pioneered by Douglas and Wildavsky (1982), rooted in Douglas' anthropological and sociological grid/group cultural theory (1970; 1986). More recently, Hisschemoller and Hoppe have developed their theory about types of problem structuring in policymaking (1996) into a third strand of theorizing about the relationship between problem types, policy process types, and types of scientific practice (Hisschemoller, et.al, 1998). Although each of these theories have roots in different intellectual traditions and practical concerns, they are treated here as complementary perspectives to be united in one theory, inspired by prior effort at synthesis by Jerry Ravetz (1999). The empirical claim to novelty simply rests on this project's intention to falsify/corroborate key elements of the new theory through comparative case analysis.

Summary:

By studying 12 cases in 6 European countries (Netherlands, Belgium, France, Spain, Italy, Switzerland), the project intends to get a better understanding of the dynamic relationships between rival uses of water resources, the resource regimes under which these uses are managed, and the factors in the political-institutional context that are generating regime shifts. The final purpose is to assess the effectiveness of different water resource regimes, and to identify ways in which they can become more effectively sustainable. The project will contribute to the new European Water Policy Fframework where a ‘good status of water’ in the meaning of sustainable use of water resources has been put forward as a major principle. While looking at property and use rights, the researchers are identifying users, identifying the importance they have in using water in a certain way, identifying the extent to which they are paying a price for it, and identifying the extent to which they have a say or participate in managing the water resources in their river basin area. The new framework is considering these elements as important keys to a sustainable status of water resources. The researchers are using a theoretical framework on institutional regime analysis, which combines property rights theory, institutional rational choice, and political science (policy analysis, policy design theory), in order to innovate the theory of institutional regime. This project is funded by the 5th European Program (key action ‘Sustainable Management and Quality of Water’).

Summary:

Ïn 2001 the Province of Overijssel published a note called "Cleaner Production; on the road to improved environmental performance of SMEs". The note aims at creating a synergy between environmental and economic performance and asks intermediary organizations to step forward and develop projects. On request of the province, CSTM developed a system for monitoring implementation and results.

Research project commissed by the Novem (Netherlands Agency for Energy and the Environment) on present activities of regional innovation networks in the Netherlands. The project in particular asnalyses the extent to which these networks pay attention to the so-called 'non-technical aspects' of stimulating sustainable innovations by SMEs. The project aims to contribute to the improvement of the role of Novem’s sub-programme "Technology in the Market" (part of the Environment & Technology programme) in stimulating sustainable innovations in the regional market.

Summary:

This project entails a study into the effectiveness of two regional plans in the Province of North-Holland: 'Waterland' and 'Kennemerland'. It emphasises the function of these plans as frames of reference for local land use plans and other spatial planning documents. The evaluation mainly includes the following elements: the regional plans 'Waterland' and 'Kennemerland' as spatial frames of reference, the differences between both regional plans in the period between 1988 and 2000, the (expected) goals achievements, the functioning of the provincial government, and the role of regional plans as frames of reference in the future, considering external developments.

Summary:

The project is a meta-evaluation of the Advocacy Coalition Framework of Paul Sabatier. The project exists of three modules. The first module is a case-study on the restructuring of social security in the Netherlands in the period 1987-2001. The second module reflects upon the usefulness of the ACF in the European context, the research method is secondary analysis. The third module aims to elaborate the aspect of resource-dependency in the ACF.

Summary:

In the debate on command-and-control vs. economic incentive policy instruments for environmental protection, often too little attention is paid to careful ex post analyses and comparisons of instruments in actual practice. In this project several pairwise comparisons are made. Each comparison is made by teams from the US and Europe. On the field of water management a comparison is made between US direct regulation (RFF) and Dutch effluent charges (CSTM).

Summary:

It shows however, that governance for sustainable development requires multi level governance. This is by no means a simple solution. It creates many new challenges. The project analyses the different angles of the challenges of multi-level governance and illustrates the argument with cases from Europe, the United States and south America.

Participation in International Research Groups

Urban Planning and Environment Association Europe (UPE).

UPE-Europe is a Europe-wide network of researchers and practitioners from fields such as planning, environmental science and urban design. UPE-Europe's objectives and mission are to foster dialogue on issues of urban environmental planning and help develop practical solutions. UPE-Europe's remit covers all aspects of urban environmental planning and related generic concepts, such as sustainable development, livability, environmental quality, equity, public participation, and policy effectiveness. As a Europe-wide network it is able to explore the validity of these concepts among the different countries it represents. Johan Woltjer (University of Twente) and Katie Williams (Oxford Brookes University) are the co-chairs. The network includes researchers from various countries, including Austria, Denmark, Germany, Israel, Italy, Netherlands, Portugal, Sweden, Serbia, Switzerland, and the United Kingdom. Network on participation and environment (Twente 20 network)

This network, co-ordinated by Frans Coenen and Dave Huitema from CSTM, studies public participation in environmental decision making. Participants are academics or practitioners interested in environmental participation, with disciplinary backgrounds in both political science and planning. The network was established in 1997 at the first meeting hosted by CSTM. The theme of this meeting was "Participation and the quality of environmental decision making", stressing the functional-analytic argument for participation. The two days of exchange in Twente resulted in a book published by Kluwer Academic Publishers from the Netherlands in 1998. A second meeting was held on the occasion of ten years anniversary of CSTM in Enschede (April 1999). The group is working on a new book, which will be published in the summer of 2002.

European Water Regimes and the Notion of a Sustainable Status (EUWARENESS)

In April 1999 Hans Bressers and Stefan Kuks of CSTM established the international research group EUWARENESS, which is a consortium with participation of research institutes in six European countries (The Netherlands, Belgium, France, Spain, Italy and Switzerland). With approved funding from the 5th Program of the European Union (key action ‘Sustainable Management and Quality of Water’) the consortium is investigating rival uses of water systems and the sustainability of water resource regimes in this respect. Property rights and use rights related to water systems are analysed, the price these owners and users are paying, the distribution of rights among all interested parties involved, etcetera. The consortium is using methods for regime analysis in the field of natural resources. The project will discuss and help to implement the concept ‘good status of water’, as used in the European Framework for Community Action in the Field of Water Policy. The project will be completed in Spring 2002. More information on this project is available at www.euwareness.nl.

GIDO-network

GIDO stands for Joint initiative realisation sustainable development. The Dutch GIDO foundation was established in 1998 with the aim to give an impulse to sustainable development on the local level. Key words are sustainable, integral and the citizens central.

Partners in the GIDO foundation are local politicians, ministries, universities, banks, consultancy firms and NGOs. CSTM is a partner in the GIDO initiative and Frans Coenen is a member of the working group on content.

The Greening of Industry Network

The Greening of Industry Network (GIN) is an international partnership, focusing on issues of industrial transformation, and dedicated to building a sustainable society. GIN brings together researchers from various disciplines (Business Administration, Technology Studies, Public Administration, etc.) working on issues of industry and the environment, together with people from industry, governments and NGOs. One of the main activities of GIN is to develop annual themes for conferences and workshops. The aim of those meetings is to provide a platform for people with different backgrounds to exchange ideas and experiences and to develop new relationships, visions and practices for sustainability. Since 1991 GIN has engaged participants from more than 50 countries to respond to the challenge of sustainable development. Three offices coordinate the Network activities: at Clark University, USA; at Chulalongkorn University, Thailand; and at CSTM University of Twente (Dr. Theo de Bruijn and Drs. Ellis Immerzeel-Brand). Below we highlight the main activities in 2001.

2001 Conference in Bangkok

In 2001 the 9th International Conference of the network took place in Bangkok, Thailand (January 21-25, 2001). Its central theme was “Sustainability at the Millenium – Globalization, Competitiveness, and the Public Thrust”. Over 350 participants attended the conference. Dr. Supachai Panichapakdi, Director-General Designate of WTO, acted as honorary chairman of the conference. The opening keynote was given by the Dutch Environmental Minister Jan Pronk. Other plenary speakers included H.E. Minister Korn Dabbaransi (Deputy Prime Minister and Minister of Public Health, Thailand), H.E. Mr. Richard Hecklinger (U.S. Ambassador to Thailand), prof. Pier Vellinga (IVM VU Amsterdam) and dr. Jerry Rogers (General Motors, U.S.A.). During the parallel sessions some 150 speakers presented current findings and insights. From CSTM prof. Hans Bressers, dr. Theo de Bruijn, drs. Peter Hofman and drs. Ellis Immerzeel participated in the conference. The European office of GIN attracted funding for the conference from the Dutch Ministry of VROM and from the European Commission.

2002 Conference

The preparations for the 10th International Conference (Corporate Social Responsibility - Governance for Sustainability, June 23-26, 2002, Gothenburg, Sweden) were continued during 2001. A Call for Papers has been published. As a result almost 300 proposals came in.

Launch of the second decade of GIN

At the inaugural meeting of the Greening of Industry Network in 1991, the network was established as a ten-year program of meetings, publications and communications. In 2000 the achievements at the ten-year mark were evaluated. At the 9th International Conference in Bangkok the Second Decade of the Greening of Industry Network has been launched officially. A (renewed) International Planning Board has been formed in 2001. Other changes within GIN are the establishment of a formal membership structure, to be launched in 2002.

Early 2001 a new volume in the GIN Book Series has been published: Ken Green, Peter Groenewegen and Peter Hofman (eds.), Ahead of the Curve: Cases of Innovation in Environmental Management, Kluwer Academic Publishers, 2001.

Responses to Uncertainty in Environmental Policy

In this network, scholars from the United States (Universities of Florida and Georgia), Germany (Free University of Berlin) and CSTM (Maarten Arentsen, Hans Bressers and Larry O’Toole) debate the way in which environmental policy making is influenced by the accumulation of uncertainties that characterise the sources of and possible remedies to sustainability issues and the modes of governance that seem most fit to handle these. In November 1997, an “Expert Meeting”, supported by the Dutch national science foundation (NWO) fund for the internationalisation of the social sciences, under the title “The role of uncertainty issues in environmental governance” was organised at CSTM. The collection of papers has been published in Policy Studies Journal in 2000. In 2000 the group had a workshop meeting in Florida on the theme ‘Politics of sustainable development: Institutions across scales’. The presented workshop papers are currently processed into a joint book to be published in 2002.

Reform

The Reform Network, established in 1993, unites academics from Norway, United Kingdom, Germany, France and the Netherlands (CSTM, Maarten Arentsen and Delft University, Rolf Künneke), jointly conducting research on the emerging reform of the electricity and gas industry in Europe. The network comparatively studies industrial transformation processes as well as their impact on the economic and environmental performance of the energy industry. The primary focus of the network is theoretical with a strong emphasis on empirical research. The network meets several times a year for working on joint themes and projects. Occasionally, the network organizes international conferences in Salzburg Austria, to debate research findings and to exchange ideas with representatives from public agencies and industry. Reform presently prepares two books, one on markets, regulations and business strategies in the European energy industry and one on the liberalization of the European gas market.

The European Network for Sustainable Urban and Regional Development Research (ENSURE)

ENSURE is an international network of persons and institutions that are committed to the advance of sustainable urban and regional development research scientific field. The Network has the goal of strengthening sustainable regional development research, especially in the European context and to establish it as a major driving force in the transition process initiated by the AGENDA 21. It pursues this goal by:

-

bringing together scientists of different backgrounds that are active or interested in the field of sustainable regional development research;

-

initiating trans-national co-operation between different scientists as well as politicians, administrators and businessmen in sustainable regional development projects and programs;

-

informing its members on important facts, trends and chances in relation to sustainable regional development;

-

providing political and administrative decision makers at the international and European level with first rate information about ongoing research activities in this scientific field.

The CSTM is the national ENSURE focal point and Frans Coenen is a member of the ENSURE advisory board.

Environmental post graduate program

‘Master of Environmental and Energy Management’

In co-operation with its subsidiary Cartesius, and the Technology and Development Group of the University of Twente, CSTM started an International Masters Program ‘environmental and Energy Management’ in September 2000.

The initial success of the program continued in 2001 with 29 students from Asia, Africa and South America. Participants are trained in the technology, organisation and politics of environmental and energy management. Graduates find their way as environmental and energy experts in industrial and governmental organisations and NGOs. The historic and former university city Franeker hosts the master program.
