Kovač, Aleksandra: Decision making processes in restructuring Slovenian higher education
The higher education system in Slovenia is in a state of transformation. The aim of the study is to explain change processes in this turbulent policy domain. More in particular the study wants to address the decision making processes with respect to the design of new study programmes. In the process of designing new study programmes three stages of a classical policy cycle are distinguished: agenda setting, policy formulation and decision making. For a better understanding of the complexities of these stages the theoretical framework will further include concepts from the field of policy analysis, such as 'policy arenas' and 'policy networks' in which the interplay between actors and rules are stressed. The hypotheses derived from this theoretical framework will be tested by means of a number of case studies in Slovenian higher education.
