Governance reform across Europe

EU: HE REFORM 08 GOVERNANCE: GOVERNANCE REFORM ACROSS EUROPE

This study examines reforms that were initiated in the field of higher education governance in the EU-27 and six associated countries. Its goal is to:

1) map the governance reforms implemented over 1995-2008;

2) map the policy changes in governance with a focus on institutional autonomy, quality assurance and strategic partnerships;

3) assess the impact of the governance reforms on performance at the national and institutional level;

4) explore a number (about 15) of governance reform initiatives that might be transposed onto the wider European landscape.

The project runs parallel to the EU Funding Reform project in order to exploit synergies between the two reform projects and increase the richness of the data collection. Data collection takes place through desk research, questionnaires and interviews with national and institutional representatives. Apart from the intermediary and final reporting, the project also includes the organization of an international conference to disseminate and discuss the findings.
