Universities are a dynamic global industry
Across the world higher education, research and innovation are regarded as the cornerstones of modern societies. Both in developed and developing countries politicians and policy makers emphasise the importance of higher education, research and innovation recognising that the emerging knowledge society is increasingly dependent on knowledge production and transfer. Without a well-functioning higher education, research and innovation system countries are unable to compete in the world economy. Universities and colleges are expected to make a key contribution to the operation of pluralist democracies, to efficient economic processes, to social cohesion and to the development of a highly educated labour force. This contribution is made primarily through the provision of high-level education, excellent research and efficient knowledge transfer to industry and society. Meeting these high expectations is of course easier said than done.
While the stakes are high, the three domains of higher education, research and innovation face serious challenges that require smart solutions and intelligent social engineering. Over the years we have witnessed massive reforms. New modes of governance have been introduced that entail new roles for governments, higher education institutions, agencies, academics and students. Economic, political and social changes have created a broad range of intellectual and practical challenges. The Masters programme Public Administration and Higher Education will prepare students to work with these challenges by providing in-depth knowledge on the key issues and processes in higher education, research and innovation today. The programme provides a solid base for careers in public and private organisations, particularly in higher education, research and innovation, and responds to a growing need for highly qualified leaders, managers and analysts in local, regional, national and international policy-oriented organisations.
Public Administration and Higher Education builds on theories, concepts, ideas and practices from public administration in general and higher education, research and innovation studies in particular. It will develop students’ critical reflection and understanding in an interactive way by drawing on a range of theoretical and practice-based perspectives. The programme offers an excellent opportunity to apply public administration knowledge to highly relevant, challenging and fascinating public domains - higher education, research and innovation.
