SHORT CV

Joanne is currently doing a PhD research on the effectiveness of Dutch-funded international knowledge transfer projects (see ‘current research’ below). The international and the human aspects of water management always had her interest. In 2005, she went for an internship to Cameroon where she studied the “sustainability of rural water supply systems” that were implemented by Plan International. After finishing her bachelor in Civil Engineering at the University of Twente, she continued with a Master in Water Engineering and Management. She finished this master cum laude in June 2007. Her master thesis research was on “Problem structuring in interactive decision-making processes” and undertaken at TNO Innovation and Building in Delft. The research was done in close collaboration with a PhD candidate and resulted in two publications. After the completion of her thesis, she worked for a few months at Deltares (former WL|Delft Hydraulics). However, she and her husband shortly afterwards decided to move to Romania for a period of three years. Within this context, she initiated her current PhD research, which she is still working on. In this PhD research, she applies insights of public administration and international business to international water projects. In the past few years, Joanne supervised two master thesis projects and one bachelor thesis project on international water management. She also taught ‘Actor analysis and Participation’ in the third-year bachelor project of Civil Engineering and taught several guest lectures. She further played an important role in the development of a collaboration between the University of Twente and the “Gh. Asachi” Technical University in Iaşi, Romania.

CURRENT RESEARCH

PhD research  ‘Applying Dutch water expertise abroad: how to contribute effectively in the Romanian context?’ (2008-2012)

Over the past centuries, Dutch experts have been involved in a wide range of water-related projects in a diverse set of countries. Especially in recent years, the export of Dutch water management has also become a point of special attention in Dutch water policy. The recently adopted National Water Plan 2009-2015 reads that the Dutch government intends to actively support the transfer water-related knowledge. By doing so, it aims to contribute to the solving of water-related issues (i.e. climate change adaptation and the realization of Millennium Development Goals) and to create and use economic opportunities for the Dutch water sector. This PhD research aims to describe, evaluate and explain projects that are funded by the Dutch government and involve the transfer of water-related knowledge. It builds upon an in-depth analysis of three flood risk management projects that were recently implemented in Romania and an analysis of the governance context in which these projects are embedded. The following projects were used as a case study: (1) the participatory development of a spatial plan using the ‘Room for the River’ concept in Cat’s bend region; (2) pilot implementation of a flood information and warning system in Banat region; and (3) the development of an integrated master plan in the Tecucel river basin. The insights of these case studies are complemented with a broader analysis of water governance in Romania and experiences (research and practical) of projects in Romania, Indonesia and other foreign countries. Central in this research are questions about the effectiveness of Dutch-funded projects, the factors that influence the transfer of knowledge, the role and interaction between various actors and the influence of contextual factors. To answer these questions, we use insights from literature about policy implementation, knowledge/policy transfer, pilot projects, water governance and related concepts.

This PhD research started in September 2008 and is expected to take four years. Most data were collected during the three-year stay of the PhD candidate in Romania (May 2008-2011). The PhD researcher is supervised by Prof. Suzanne Hulscher and Prof. Hans Bressers (promoters) and Ass. Prof. Denie Augustijn (daily supervisor). The research is carried out in collaboration between the Department of Water Engineering and Management (Faculty of Engineering Technology) and the Twente Centre for Studies in Technology and Sustainable Development (CSTM, Faculty of Management and Governance). The research is implemented with the support of the Province of Overijssel and Royal Haskoning and discussed on a regular basis with representatives of the following organizations: Agentschap NL, Deltares, Dienst Landelijk Gebied, HKVCONSULTANTS, Unie van Waterschappen and Royal Haskoning.
